Thank you but no thank you

In my more than 20 years experience as an online florist in Delhi, many times I have seen this problem with the customers who order flowers for deliveries (this is not a problem with customer who pick up flowers from our shop).
Suppose they have ordered for delivery at 8 am  in the morning, they will call me at 8.30 AM saying that the flowers have not been delivered. I will tell them that flowers must have been delivered. But they will be adamant that no, I have spoken to receiver and they confirmed flowers are not delivered. Now I call and check with my delivery person and he will confirm flowers were delivered half hour back. I shall call the sender again and tell them that flowers were indeed delivered at 8 AM. They shall say oh, anyway thank you. I would think - thank you, no thank you.
This is not the fault of florist if receiver after getting flowers does not call immediately and say thank you to the sender.
